You basically need to see our design of the art for the game? Character and props? Right?
And where the knowledge of 3D programs comes into this story? What exactly u need to know from 3D programs? Modeling, mapping, animation - the whole deal?
Also knowing Adobe Flash may mean: knowing to use it and animate in it, but also it may mean: knowing ActionScript. Do you need to know both?
Good questions!
Yes, let's assume you where the graphics artist for the game and you where given the wireframe version that you see in the screenshot. So fill in the boxes with a appropriate texture, perhaps make a parallax background, a sky and some particles that look like a liquid. What font would you choose for a game like this? I just picked "Arial" because it was the default choice in my editor. Is the game going to look like it is draw in water colors, hand drawn, doodle, 3d rendered, abstract, vector graphics or some other style.
Yes, so to summarize. Come up with a look for the game without worrying about the implementation of it.
We mostly use 3D programs for simpler stuff like modeling and rendering. An example of that would be the ToriShop icons which needs an update.
I don't think we ever used 3D programs for animation and rigging.
For flash you just need to be familiar with it so you can open an .fla file and change stuff as a graphics artist.
