Ranks change after every belt. Rank is solely dependent on how many games you've played, as are belts. If I only asked for rank, I could get THE MOST AWESOMEST RANK 1 WHITE BELT EVER, but he/she'd still be a clueless white belt, so the question would have accomplished nothing.
This is why I ask for belt instead of rank.

Also, you're welcome to apply when/if you feel like it; you seem maturer than the majority of the community.

I need someone to track him down in-game for some sort of testing, even if it's just some informal playing and a small report. I just need some sort of testimony for him.

Um, you can't join at the moment due to the fact that you don't meet the minimum requirements to join. As said above, get your belt up to at least 3rd dan and come back here ;o.

Yeah sure just don't represent us in a negative manner, or I'll have to remove you. Since you're a lower belt, I'll add you to a special probationary group, and after a little while of membership, I'll add you to the regular member list.

If we still do that voting thing, i'd say yes for this guy as he has the required belt and an ok app. Also seems like a nice enough guy.

I would leave that sort of business to sarutobi, he calls the shots around here.
