Here they are:
1) No editting replays. Each replay will be checked and checked again for legitimacy.
2) No arranging fights, for a start natural fights will look a lot cooler due to the whole heat of the moment thing.
3) You must win the match. If you lose, you're dead. If you're dead, who would i send the prizes to? You lose, you cant submit the replay.
4) You must not mess with the mod settings. There is a mod list for a reason, stick to it, if you dont. You guessed it... You're out!
5) There is a format for posting an entry:-

Mod|date|your name|opponent name|Do you agree to the rules?|

Right then, lets get to this;
I purposely didn't put a criteria so that i would get a variety of replays. All of the things that you listed will be counted, I personally will be mainly looking for the skill involved and overall style.
However, every judge will be looking at it from completely different perspectives, some with less ingame experience than others, those will look for overall appeal, while others will look more in depth into the blocks and dms etc.
As for the fast or long question, really it's up to you 'm afraid. As a general rule i'd say short fights wont let us see how skilled you really are, they'll essentially limit the time where we can see what you can do.
