It's so wet and miserable at the moment in this part of New Zealand But ah well.

A question, does this, "Timestep: this is period you wait untill you can apply to next tier. for example you just become T3; you should wait 4 weeks untill you apply for T2," mean that you should wait that long, or must wait that long?
