Clear and Simple Description of the Problem:

With a clear, strong, internet connection to websites, to toribash, and to the ability to view players in servers, I have an inability to join Toribash rooms. The problem mimics that of a weak internet connection; however, that's clearly not the case.

I'm running everything at pretty minimal settings (no shaders, no reflections, etc) and I've tried using all sorts of different clients.

Sometimes of course I do get the chance to play; however, it's still on and off.

I've been here for a few years before you and I can safely tell you that this problem has only been around for a few months for me. So your hypothesis doesn't really seem too sound.
