What happens is you are completely allowed to post your input towards applications (opinions, extra info, referrals, etc.). We don't have a solid voting system as of yet simply because forum activity is so inconsistent. Once we get enough regularly active members, though, a voting system will be put in place.
The only other topic involving recruitment is that if you get bumped up to the "Recruiter" position you're allowed to send invitations yourself. When you're promoted to that rank, it's because I trust your judgment with recruits and whatnot; however, I still review new recruits and withhold the right to kick out people that don't deserve to be in here (rude/inactive people, usually).
Any other questions feel free to ask, preferably in the [elite] general thread, though.
