If the staff members are okay with it and the models size is not gamebreaking, it could be added to the Torishop.
Maybe with a strictly limited quantity.
If there were no limitations in adding models to the game by the users, a lot of people would just run around with dicks, butts and humongous cubes as heads.

Check out the Item Forger's thread. Lots of people there suggest hairs by actually forging them, and some ideas actually do get in. Of-course with a few modifications, but you get my point. The Item Forgers are pretty active, and check out the thread frequently..so yeah. :P
