Yep. When an inactive username is used in a namechange the old username will be renamed MrUnicorn_old or MrUnicornOld. It sort of depends on which staff member did the change but it will be something like that.
You will still have the account and everything on it but it will be under a modified name.
I might be wrong, but if the account has had a lot of of use on it to the point where it is potentially significant, a name change would be possible if you obtain permission from the owner of the original account.

You are not wrong. For example, even if ishi quit toribash forever that name would be under protection, noone could get a namechange to ishi(without permission) seeing how ishi is/was significant.
