Everyone who was in the org before the tier system doesn't need either to pay fee or wait the "time step". Just apply to where you feel better atm.

Also: Tier system wasn't made to separate people, was made just to encourage everyone to try new things and play aikido. :P

i think you are focusing too much on the 'uchi mata'. judo can have two different names for two throws that have the same technique but different grips.
i would say dont worry if your throw is uchi mata or not. if you land a hip throw that resembles judo, post it.
iver or myself could give you the name if really resembles a real throw.

from what i see in the replay thread, most of the posted hip throws are harai goshi because its simple and effective.
but if you really want iver's uchi mata you have to sweep your leg in between your opponent's legs.

I don't pike these fancy names. What over did honestly didnt make any sort of sense.Maybe I'm being narrow minded ,but it just doesn't look like anything. Maybe if he went further into what he was trying to do.
