To be perfectly honest this system is actually pretty bad. Considering their is no official security system in this game the Gms and Admins must go by either 'he said she said' or photo proof. This is subject to many flaws. If they wanted real proof in the game they would turn to recording systems rather than word or photo proof. Every multiplayer game uses a single host processer (or multi in some cases) that monitors all activity in the game and the servers themselves. If they added recorders to the "admin made servers" or even a record option in the settings for GM servers they would be able to prove way more than they can with conventional ways. Maybe even catch people in acts that no one saw or reported.
