You can feel free to host anytime you want, you just need to talk to the leaders informing you are going to host. Then they will give you the resources you'd need, such as the TC for globaling and the items you'd use as prizes.

Yes, you can. That applies for any ingame event. Just talk to the leaders informing what you will do/asking for resources you'd need. Also, remember to post the logs you get from it, in order the clan history can be updated.

Life, you (and the rest of the war squad) have the ability to edit the first post now so you can add your war logs into the 'Clan History' in the bottom spoiler. Galaxy, yeah it'd be cool if you did a few bet servers. To be honest, I've never even been in a bet server. Betting came along after I left the game. What's involved in it? Just setting up a server where people can bet? Putting aside a few TC for trivia and decap prizes and the like?
