It is measured from the frame that your hand is the only body part touching the floor untill it either leaves the floor or another body part touches. You must complete at least 3 pins for it to be classified as a spin.

So maybe make 2 records? Longest continious handspinning (meaning, regardless of how slow, you need to always be spinning) and most hand spins

Obviously it isn't the same thing. If Oracle can continuously spin, slowly, only 1 time, in 1000 frames while another person can spin 10 times more in half the frames, then they aren't the same.

If you are trying to say that most hand spins and how many frames one can hand spin for, this is incorrect because oracle said he can do less hand spins than someone and it taking more time. And if you are trying to say how many spins someone does is the same as how long one can continuously hand spin, you would be incorrect for the same reasoning.
