I think this is a good idea for clan recruitment and stuff.
Most clans have a min belt, and alot of people apply under the belt requirments and it just fills up the rec with spam.
Is it possible to when you make a thread, you can put a certain amount of Qi and you have to have that Qi or more to post in the thread?

I did not mean just clans.

I made a thread about selling void items and noobs kept coming in making offers when they do not even have 20k Qi......

First of all this is actually possible, however I don't think it's justified. You can see people's qi right on people's posts, and that already gives you all the information you need. So it's hard to say if adding this would actually improve anything.
